Gathering in public places, workplaces restaurants where we can be exposed to second hand smoke and its harmful effects becomes out of the control of individual choice. Since we have exposed the health risks in smoking each person must take responsibility for their actions and where and whom they effect.

I do favor a smoke-free Oakland because of the proven dangers of secondhand smoke. I respect the right of a person to choose to smoke. However, the workplace and places open to the public should be smoke-free because of the harm of secondhand smoke exposure to the workers and customers. Children should not be exposed to secondhand smoke under any circumstances. Smoking related illnesses cost Michigan taxpayers money. Smoke-free legislation strikes the balance between an individual’s right to smoke and the right of other citizens to be free of secondhand smoke.

My first choice is to let the private sector continue to address the issue. Michigan has more non-smoking businesses than ever. However, if this needs to be fully accomplished by the government, I would like to see this done on a State-wide basis. To have a mix of smoking/non-smoking communities or counties around the state causes confusion for both residents and tourists.

I think that a smoke-free Oakland County would be wonderful. I try not to frequent to restaurants in which smoking is permitted. If smoking is permitted in a certain section, I will wait for the non-smoking section. I know that second-hand smoke is unhealthy. I know that smoking can and will cause cancer. However, I also believe that we still live in a market driven economy. And, when an eating establishment starts to lose business because of the smoking policy, in other words, if enough people do not eat there because of the smoke, then they will turn the restaurant into non-smoking. And, if enough waiters, bartenders, etc. complain about second hand smoke, the owner will change his/her policy. I also agree with the state senate that if a non-smoking, state-wide bill is to pass, all establishments should be non-smoking.

In order to protect the health of non-smokers, I support prohibiting smoking in workplaces in Oakland County. Importantly, however, state law prevents counties or municipalities from banning smoking in restaurants and bars. See, for example, Michigan Restaurant Association v City of Marquette, 245 Mich App 63, 626 NW2d 418 (2001).

Generally, though, our communities, businesses, schools, churches, and governments should do everything they can to promote healthy lifestyles. Those who make the choice not to be exposed to cigarette smoke should be able to live in a smoke-free environment in public places. There is no dispute that second-hand smoke is an involuntary route to disease and disability. Cities that have implemented a smoke-free ordinance in public places have realized many positive outcomes: an improved air quality, an increase in restaurant patronage, and a rise in tourism. I support initiatives to increase smoke-free public places, including restaurants, in Oakland County. With that, however, I do recognize that smoking is a personal choice. Establishments where the customer knows it is a smoking environment – such as cigar stores – deserve to make the decision to cater to those who choose to smoke.

I believe that the overwhelming scientific evidence proves that second- hand smoke is a health risk to everyone. I believe we should have a smoke-free Michigan and Oakland County, and I would advocate for the passage of such laws. However, I also believe that purely private organizations and private clubs not open to the public, who would like to have, and maintain a smoking room or lounge, and who allow their full membership (not just the Board of Directors) to decide the issue, if approved, should be exempt.

I personally do not promote smoking and would support a smoke free state.  Other states as well as Canada have voted and passed into law smoke-free facilities where people can enjoy a healthier environment.  Many studies show overwhelmingly that second hand smoke is dangerous to all life.  Businesses have not suffered significant losses and with environmental issues on the minds of people today, the majority of people welcome a breath of fresh air.

I despise cigarette smoke and will generally not go to restaurants or establishments that are smoky. I especially do not want my children or my aging parents around second-hand smoke. I am aware that other states have gone smoke-free and data indicates that it has not affected their state’s business climate. Because of Michigan’s deteriorating economy, the concern is that mandating smoke-free establishments will negatively impact Michigan’s already-suffering businesses. I think it is important to be conscious of this concern and study the issue as it relates specifically to Michigan’s economy, before considering moving to a ban. If however a ban is imposed, I feel strongly that all businesses and establishments should be smoke-free, with no exceptions.

I support a smoke free America, and believe one of the biggest errors state governments made was diverting tobacco settlement money to non-health related programs. I support clean air public environments as both a health, and human rights issue. No one should be unwillingly subjected to the ill effects of second hand smoke. In addition, because the medical evidence is so overwhelming, we simply cannot continue to ignore the costs smoking is placing on health care insurance and uncompensated medical care. Yes, there should be a humane way to support persons with a tobacco addiction so that they are not treated like second class citizens. But that policy discussion should be separated from the revenue loss issues raised by tavern and restaurant owners who see health policy as a regulatory inconvenience rather than a foundation of public operation. Smoking is not a hobby, it is an addiction; and any environment which fosters addictive behavior is a potential gateway for abuse.

I would support smoke-free legislation provided that certain service establishments that cater to an exclusively adult audience are exempt. Such service establishments include, but are not limited to, bars, casinos, racetracks, bingo halls, and tobacco shops. I understand that tobacco is an unhealthy and potentially deadly substance and would prefer to see it eliminated from our society. However, I believe that, for these service establishments that cater to adult clientele, the decision on whether to be smoke-free should be made by the business owner based on their own judgment and their clients' wishes.

Smoke free environments should be a priority in Oakland County. As someone who frequently dines out, I find it offensive to be breathing second hand smoke as I eat. The workplace is another area that should be smoke free. Except in "Smoking Bars" that are clearly designated as such, people should smoke outside or in the privacy of their own car or home not in public places.
