It is difficult for a judicial candidate to say “this is what I will do on every underage drinking case that comes in front of me”. As the mother of three children, I have learned that each child responds differently. Each person must be evaluated to determine the best course of conduct to address the issue, and there are many causes of underage drinking. However, the one constant in addressing underage drinking is education. As a district court judge, there is a considerable amount of flexibility in sentencing. The educational portion of sentencing can take the form of essays, tours of the morgue, panels, speakers, classes, and, of course, treatment. Another issue that must be addressed when talking about underage drinking is parental involvement and responsibility. Educating parents about the laws and consequences of underage drinking is equally important. |
Mary Ellen Brennan Circuit Judge |
When any person under 21 years old drinks alcohol, they are engaging in ‘underage drinking’ and it is against the law. As a society, we need to talk openly and often about underage drinking. It is critical that all adults send a consistent message that underage drinking is never OK. As a Judge, I will work with young people (visit schools, invite classrooms to court) to emphasize the dangers of drinking- especially underage. When young people drink, they cause harm to their bodies and developing brain, they set themselves up for bad decision-making and they leave themselves vulnerable to physical or sexual assault. My message will be that underage drinking leads to dangerous behavior and it is never acceptable. As a judge, I will also work to identify young people who are involved with or at risk for underage drinking. Adults who provide alcohol to minors are breaking the law and will be dealt with accordingly. As a Mom, I will talk openly and often with my kids about the dangers and consequences of underage drinking. |

Underage drinking needs to be addressed, in my opinion, on several fronts. Parents and chaperones must be held responsible for condoning/encouraging underage drinking. Underage drinkers must be held responsible for their own actions. Awareness programs sponsored by schools, the faith-based community, and coalitions such as yours will play an important role in addressing this issue. The success in solving this issue ultimately comes from family education, and positive peer pressure. |

As 52-2 District Judge, young persons convicted for the first time of alcohol and/or controlled substance offenses are ordered to serve a period of strict probation. These offenders submit to regular alcohol and drug testing, complete mandatory substance abuse education, attend a MADD Victim Impact Panel, complete substance abuse outpatient counseling when abuse/addiction factors are indicated, are required to attend school and/or hold employment and perform mandatory community service. In an effort to give students the tools they need to avoid criminal behavior, including alcohol and drug offenses, I also developed a Court in School program. Twice per year, I take the court to both the Clarkston and Lakeland High School auditoriums, where students are able to observe an actual day in court with very real cases being adjudicated right there at the school. I also work closely with the Clarkston High School SADD Club to bring a car crashed by a drunk driver to the school for display during prom week, encouraging students to think about the consequences of drinking and driving. |

The issue of underage drinking is best addressed by example and education. Our Youth have always been a passion of mine. I have been involved in the juvenile court system and know 1st hand that punitive consequences are just as important as rehabilitation. Underage drinking can potentially lead to a life of serious consequences, so it is important to address it head on as early as possible. I also recognize that underage drinking is often a cry for help. I feel that it is important that a thorough assessment of each child be completed and appropriate consequences be imposed that includes a rehabilitative component. The Youth Drug courts are good examples of appropriate interventions and should continue to be utilized and expanded. |

I feel that the complex behaviors, such as the decision to begin drinking, or to continue using alcohol are often the dynamic interplay between environmental approaches (such as zero tolerance laws) and personality characteristics that manage risk taking behaviors (such as family based prevention programs.) As the next Oakland County Executive, I vow to take a proactive approach to prevent underage drinking. Too many high school students have access to alcohol. The way to preventing this is to hamper an underage drinker’s access to the main sources of alcohol supply. First, it is important to maintain and enforce the state’s penalties for selling alcohol to minors. Proper identification must be presented and verified before an alcohol purchase. Second, parents must be aware of their children’s social surroundings and explain to them the risks of underage alcohol consumption. As a proud mother of two, former president of the Southfield School Board, and former member of Parent Youth Guidance Commission, I understand the importance of strong parenting in preventing underage alcohol usage. We can no longer be ignorant as to what goes on during high school parties on the weekend. Taking preventative measures to address alcohol before a minor is exposed to underage drinking is crucial, if not essential. |

Underage drinking is a huge problem today as teenagers grow up faster than their parents did. Peer pressure and the sexiness of alcohol are at an all time high. In my opinion, there are two ways to address underage drinking. First, we must do everything we can to curb its availability to youth. We must work hard to crack down on and severely punish liquor stores who sell to those under 21. But we must also root out, prosecute and punish parents who think there is nothing wrong with illegally providing alcohol to their kids and their kid’s friends. Second, we must do everything we can to educate our youth on the risks of alcohol, and all the things that come with it. Many ills in society are directly related to the abuses of alcohol. Drunk driving puts all of us at risk. Nearly every domestic violence case has a relationship to alcohol. Assaults and many other violent crimes are a result of poor judgment resulting from alcohol abuse. Not to mention the expensive health costs associated with treating medical conditions which are caused by or made worse by abusing alcohol. Education should start at home and in school at a young age. We must instruct parents and teachers on how to talk to children about alcohol and its dangers. Hopefully, children who learn the detrimental effects of alcohol will not abuse it as they grow to age 21 when they can enjoy it legally and responsibly. |

Drinking is a huge issue among the youth as well as adults. Drunk driving is is a plague to society. Through the years, there have been many programs and organizations trying to get the no drinking and driving message out to people. However, so far people have become immune to the messages. Reality, is the only way that really gets the point across. Kids, especially think that they are invincible. And people who drink don't really have a regard for the other person's safety. Drunk driving offenders, youth in middle schools and high schools need to see first hand dramatizations of the affects of what could happen. The peers of each generation are the best teachers to each other. We need empower the youth with programs that don't make drinking seem like the only way to have fun. I propose to have deputized citizens in the Jr. High and High Schools as the eyes and ears for safety. At little prevention is not as painful as a broken heart from the loss of a loved one. |

For the past 12 years, I have dealt with the issue of underage drinking on a daily basis since my jurisdiction includes handling MIP offenses, drinking and driving, providing alcohol to a minor, as well as other drug related offenses. I try to impress upon those under the age of 21 that they are engaging in illegal behavior and if they choose to do so, there are consequences for that behavior. Outside of court, I have presented my Court in the School/Critical Life Choices and Have to Choose programs annually to approximately over 200,000 students in all the middle schools and high schools in the following school districts: Rochester Community, Lake Orion, Oxford, and Avondale. Both of these programs focus on the consequences of bad decisions involving drug and alcohol usage. I believe that continuous education and collaboration between the courts, schools, business community, and residents is crucial to combat the issue of underage drinking and drug abuse. |

As a parent of four teenagers, I am very concerned about underage drinking. One thing that I think too often overlooked is the fact that frequently, the parents are not only providing alcohol to their underage children, but encouraging underage drinking by either turning a blind eye, or worse yet, “allowing” it in their home for parties so that teenagers do not drink and drive. While I certainly would never want anyone to drink and drive, I am personally appalled that parents condone underage drinking at any level and for any reason…including and especially for prom. We need to start holding parents responsible and continue to improve awareness on the perils of underage drinking. |

I would like to see bills passed that hold accountable not only the minor, both parents and the school system in which the child resides. Parents and the school system need to be held accountable for underage drinking. It is their responsibility to instill in the children the importance of underage drinking and the consequences of it, both medically, and the illegal use of it. Perhaps if we had stiff fines and penalties (including jail time for the parents) both the school system and parents would pay more attention to what the children are doing. |

I support public-private funding of school, community and faith based preteen prevention programs. If communities can influence the popular culture to adopt healthy lifestyles, the peer pressure which heavily contributes to high risk behaviors such as alcohol use can be stifled. I support funding drug, tobacco and alcohol free clubs at the middle and high school level. Each school within a district should be encouraged at the beginning of the school year to have a pledge drive to see which school can obtain the most student and parent, signed pledge cards to remain substance free. All schools would be provided with a reward based on participant volume. Top rewards might include a school visit by a television, radio or music personality. As part of the pledge, parents must agree not to have substances in the home; and students must agree to support their school club by attending regular activities where paid and volunteer adult facilitators provide them with the educational tools to both live, and encourage others to live healthy lifestyles. Rewards or incentives should be provided for enrollment, various course or subject completion, and acceptance of peer leadership positions. Club cards could be distributed which would increase in value through the school year based on continuous club participation. The value would include things such as retail and restaurant discounts, movie theater and arcade parties. These and other innovative approaches can create a prevention fabric which will improve the quality of life in Oakland County. |

Underage drinking has been a problem since I attended high school in the 1950s and continues to be a problem today. There are no easy answers. Education is the key. Educating both parents and children about their responsibility to themselves, their friends, and their family is one way to tackle this problem. Intense treatment programs. Stiffer penalties or requirements for repeated offenders. |
