Through legislation and activism, I have helped to found many of the local community coalitions aimed at substance abuse prevention in Oakland county. As sheriff, i continued to support these groups financially and, in some instances, as a board member or a participant in deterrence and enforcement. In 2007, I received the "champion of youth" award from Oakland County Youth Assistance, along with many other awards for my participation in similar groups throughout the years. The Oakland county sheriffs office will continue to actively support and promote these groups that perform outreach at risk individuals in our local communities. |

I have served on the Board for the Tri-Community Coalition for the last 6 years. During that time I have been secretary, vice-president, and a board member at large. I have participated in numerous educational forums for students and their parents. I was the keynote speaker at a Town Hall Meeting addressing underage drinking; focusing on local ordinances and state laws, and the consequences of violating those laws. The Coalition has been instrumental in establishing an after school program to keep kids busy during the afternoon before parents get home. Additionally, I have participated in Youth Dialogue Day; listening to the concerns of youth in our community and working with them to implement new programs. I am on the committee awarding scholarships to a youth from Berkley High School and Oak Park High School based on a project titled “Why I Choose to be Alcohol and Drug Free”. As a domestic violence prosecutor for 9 years, I helped families in crisis. Although not the root of domestic violence, substance abuse often coexists in that environment. By holding the batterer accountable and requiring both substance abuse treatment and batterer intervention programs, I was able to support victims and keep families safe. |
Mary Ellen Brennan Circuit Judge |
I have been a lawyer for 18 years- 10 years as a prosecutor. During that time, I have seen the impact of alcohol and drug abuse on people’s lives. I have met with adults in their 50’s who have lengthy criminal histories for minor offenses all attributable to substance abuse and its’ consequences. I have seen families at wits end after years of trying to pick up the pieces for a loved one with substance abuse issues. I have done my best to help defendants and their families understand the negative impact of the abuse and that there is help available for folks that want to stop using. As a judge, I will favor sentences that get to the root of the problem by addressing substance abuse issues with intensive probation, drug testing and counseling. |

In addition to my programs aimed at stopping underage drug and alcohol use as outlined above, I also founded a tremendously successful Sobriety Court Program that changes lives as it gets drunk drivers off the road, thereby protecting the families of our community. Adopting the therapeutic justice model in implementing strict judicial and probationary oversight of repeat drunk driving offenders to guide them to a life of sobriety, the Program puts an end to the revolving door of justice often experienced by addicted offenders. In an independent evaluation conducted in 2007 by the State Court Administrator’s Office, the 52-2 District Court Sobriety Court Program was found to be a model among drug and sobriety court programs in the State, boasting a graduation rate of more than 85% and a recidivism rate of just 8% [compared to a national average of 33% for repeat drunk driving offenders]. |

My office has been actively involved with community coalitions across the 9th congressional district and has supported their efforts to prevent substance abuse. In addition to attending and participating in coalition meetings, I have authored letters of support for federal grants that directly enable community coalitions to continue their work. Such funding helps the coalitions grow and develop partnerships with local government, law enforcement and businesses in order to foster a cooperative effort to curb substance abuse. In addition, my office has also participated in Dialogue Days, which engage high school students in a discussion about substance abuse issues that affect them directly. By listening to our young people talk about the problems they face, we can better help make our schools and communities substance free. |

As a city commissioner, I helped establish an LCC oversight committee, to emphasize to the LCC establishments the need to follow the LCC regulations, particularly in regard to sale to minors. We instituted regular and systematic police oversight of the sale of liquor and tobacco to eliminate sales to minors and required that LCC establishments come at least annually before the city government to explain their procedures and efforts to limit illegal sales. As a city government, we worked with the local prevention coalition to further their goals. |

I have been and will continue to be an active partner in preventing substance abuse. As president of the Southfield Board of Education, we initiated the creation of drug-free zones, which included local high schools. I have been a strong proponent of Southfield’s drug court, which has ensured that proper judgments were rendered and proper resources were allocated to assist those trying to break free from addiction. I am an advocate for rehabilitation programs in conjunction with legal penalties for convicted substance abusers to provide support for offenders and prevent them from continuing a destructive lifestyle. |

As an attorney I have been a big advocate and participant with several of our community drug and alcohol courts, in particular, Novi’s Sobriety Court, and on a more limited basis Troy’s Drug Court. Both do an excellent job of curbing repeat offenders and help eliminate the dependency of alcohol and drugs. I have also been an active volunteer with community programs like MADD and DARE and have worked with the law enforcement community to educate children on the detrimental effects of alcohol and drugs. Lastly, as a leader of a national organization of college aged students, I have lead the charge to educate college students at more than 70 colleges and universities (using the program alcohol edu) concerning binge drinking, drunk driving, date rape, and other assaults usually associated with the abuse of alcohol and drugs. |

First and foremost, as a mother, I have raised my children with open dialogue about substance abuse and the devastating effect that drugs and alcohol can play in one’s life. For 18 years of my 20 year law career, I represented children, many of which have come from abusive homes, and others have committed infractions themselves. As an advocate for these children, I have been able to increase substance abuse prevention and awareness issues with these youngsters and their families. I have also volunteered legal services for women’s shelters where substance abuse was a prevailing issue. As a school board member for 9 years, we supported Youth Assistance programs that addressed substance abuse and prevention. |
